Please check the cards temperatures to ensure the cooler has not become dirty.
It may not hurt to ensure your cpu usage is not jumping at these points with the task manager as well(if another program, wanted or not is taking cpu power from the game, performance will suffer).

Strange, maybe try an older driver version(same one used on the old system). Also try without vsync as some games drop if they can not hold 60(but that should be to 30fps).
