I AM UNABLE TO open the controlpanal in windows xp it says it is due to restrictions in the effects of the computer

when i right click on my desktop and select properties it says this option has been cancelled due to restriction in effects on this computer.please contact your system administer.then there is no control panal option on start menu. if i open with run it gives the same above mentioned problem

you should use it as administrator if your are the one and if there is a need for a password we cannot help you forum rules .
