IS PC Underperforming?

So i purchased my pc a week ago ( http://pcpartpicker.com/p/1xAYz ) and after some testing i think it is underperforming.In sleeping dogs i got around 30 fps on ultra,in tomb raider around 45 fps on ultimate and in battlefield bad company 2 my fps sometimes drop to 30!
In all of these games my friend's pc (i5 3570,gtx 660 ti)
outperformed mine and in sleeping dogs it was by 30fps.I just run unigine valley benchemark and scored 1658,fps:30 on extreme hd.If you need more information just ask me.

Have you updated the drivers and downloaded the geforce experience?

all my drivers are up to date and i just ran msi afterburner while playing and my gpu usage goes from 99% to 22% constantly.It wasn't steady at all.I am really confused because i don't know what could cause that...

Have you used any optimazation programs like ccleaner, system care etc?

Use ccleaner once more and check again. Also check which programs run in the background during gaming...

Another possibility is that your pc is infected as sarah_9 stated , but i am not quite sure about that. Have you checked that your 760is the default gpu?

You certainly should get more in Tomb Raider see

Check for overheating and try different drivers. If still no luck chec kif the CPU or GPU is running close to 100% all the time.

Right click on a program and to the option that says something like " execute with graphic proccesor "

I just downloaded avast free and i am going to perform a full scan...also there is something weird going on with my monitor.I don't know if it affects anything but i'm trying to provide as much information as i can.So while the brightness is fine it is suddenly reduced...

Virus seems to be more and more possible. As last resort try ro reinstall windows. If this doesn't work its propably a hardware problem...

i also remembered that one day as i powered my pc windows failed to boot and after i turned it off and repowered it started normally.And at the first day,my pc couldn't turn off so i powered it off from the switch so i don't know if i actually caused any damage by doing that.i did that a couple of times again because of crashing.
