I recently bought a new motherboard and CPU bundle. After getting it in and working, my computer turns on and boots into the old operating system, the one I had before buying the upgrades. However, the display only runs from the integrated graphics from the motherboard, not my Radeon HD 6670 that is plugged in. When I plug in the VGA cord form the monitor to the card, there is no signal received. I also tried an HDMI cord from my television to the card, and got the same result.

These are the solutions I've tried that have also failed:
Disabled on board graphics by changing default display device in BIOS to GFX0 something something, I was told that was the PCI-E slot my card was in, switched it to that and still didnt work

Installed Catalyst drivers from AMD site

Installed Drivers from powercolor site, the manufacturer of my particular card

Installed Windows Updates

Reinstalled Windows, this time with my version of Windows 7 Ultimate.

None of the solutions seem to work , as my computer still does not detect a Radeon HD 6670 in the device manager. And the drivers also don't fix anything. So, any other solutions?

Looks like you have a bad card unless it works in a different computer which then would mean bad motherboard.

It sounds like it's DOA. If you're positive that it's installed correctly and you've properly clicked it into place (and you haven't done something like trying to ram it into the outdated PCI slot), then unless your BIOS detects it that thing is probably DOA. I believe you should be able to return it for a full refund.

Thing is, it worked on my old motherboard. The card runs, and the fan turns on when the system turns on. The only problem is the upgraded board wont detect.

Might be a problem with the slot on the board.
