I am building an AMD based budget build:

I HAVE:
MB: GA-990FXA-UD3
CPU: AMD FX-6300
(Not buying a different MB and CPU I already have them)

I'm ordering:

$70 RAM: G.SKILL Ripjaws X Series 8GB 240-Pin DDR3 SDRAM DDR3 1866 (PC3 14900)

$52 HD: SEAGATE ST1000DM003 1TB

$74.19 Case: CM Storm Enforce

$126.99 PSU: Antec High Current 900W 80Plus Bronze ATX12V v2.3/

2 for crossfire: AMD/ATI 7950 (haven't decided model yet)

I'm looking for help to make sure there's not bottle-necking.

I AM GOING TO OVER CLOCK THE CPU

QUESTIONS:

I see that people are overclocking to 4.5GHz no problem,

What type of cooling would I need to do this?

Is this a safe thing to do?

Will I bottleneck at 4.5GHz running 2 7950's?

My budget is $950-$1000
if I can get lower than that with no loss in quality that'd be AMAZING.

GAMES I WILL RUN:

Destiny (if it comes to PC), Crysis 1-3, FarCry(s), CoD: Ghost, BF 3-4, other graphic heavy games.

(I keep getting answers like "Go intel" and I already have the fx-6300 and GA-990FXA-UD3, intel is no longer an option)

1) Your best bet is to go for water cooling. It does cost more than air, but for OC'ing it is far superior.
2) It is safe as ling as you do it correctly.
3)It shouldn't bottleneck.

For water cooling, NZXT has a good one, Corsair, Cooler Matser has a few good ones.

i've read it.
paid attention as much as possible.
you already have an fx6300. afaik, there will be bottlenecking with crossfired 7950 even if you o.c., in cpu-demanding scenarios. online multiplayer games may tax it to it's limit.
crossfiring 2x 7950 (or starting with any multigpu combo) might not be a good idea. you would be better off starting with single 7950, then moving up after amd fixes crossfire's most of crossfire issues. amd has already taken the first step, but they haven't fixed everything. they're gonna launch new cards soon, btw.
o.c. - swiftech h220 may be good. it's semi-customizable aio cooler. other alternative... cm hyper 212 evo is always a cheap, good choice.
overclocking is a journey (as wise people say) not a goal. every cpu is made differently. your cpu will o.c. differently from others.
can't offer further help.

Ah, hmm... I was hearing crossfires better than SLI, if that's the case I may go with 2 760's which I planned to do before someone showed me the 7950's benchmark... but as for Crossfire. I only have 2 monitors and ones for gaming the other I just use for youtube, netflix. (ones only 26" the other is 17" to the 17 maxes at 1280x1024 while the first is 1920x1080 but I usually run it at 1366x768 when I can't get decent FPS) eventually I'd like a 3 26")

Thank you, btw I wouldn't buy a 2nd card for maybe 5 months or so. I'm going to start with one as I don't have the cash yet. Like right now my next move is RAM, then PSU cause I have an old GeForce 210 and 430 Watt I'll use until I get the GPU and PSU

EDIT and my fear is I like to wait before buying new products even when they come out because I have bad luck with buying new products that tend to not work like they should
