CPU Recognizes Windows 7 CD, but will not boot

I have just recently built a computer and turned it on for the first time. Everything went well when I inserted the motherboard CD to physically see everything working on the computer. After doing this, I put the Windows 7 CD into the disk drive and closed it. The boot manual actually recognizes it, but doesn't boot. I have tried countless times to get it to boot, but nothing happens. Anyone have any ideas on what I can do to fix this?

I would begin to suspect either the DVD drive itself is faulty, or the Windows 7 DVD is scratched. How old is the DVD drive? I've had problems in the past with older drives failing to read new discs.

Not sure what you mean by "the boot manual", but you need to make sure that the bios is set up to boot from the dvd drive (it IS a DVD drive isn't it - Windows 7 comes on a DVD, not a CD).
Once the bios is set up properly, re-start the pc and it should boot from the dvd.

Thank you for responding.

By boot manual, I mean the motherboard GUI, where you can set up your boot settings, etc. I have it set up to boot from the DVD drive, but it just fails too. It is a DVD drive, my apologies. I have restarted it multiple times, and tries to load but fails and resets back to default.
