I have a Dell D600 work laptop with a lot of elevator specific diagnostic software. I have moved my hard drive from 1 d600 to another identical d600 without any issue. I want to purchase a used dell d630 due to the core 2 Duo processor and expanded ram capabilities. Is windows XP smart enough to see the differance between d600 and d630? I know I will have to load hardware specific drivers for D630.

D600 & D630 are completely different platforms. You cannot simply move the drive (if it's an OEM license, the terms of the license prohibit it anyway). At the very least you will have to do a repair install and then download/install the D630 drivers from Dell.

It's not completely different and might even work with the same drivers. And nothing was said so far about the license. There is nothing prohibited, if he uses the key of the D630. The only problem is, that the d600 uses IDE and the D630 SATA, so he needs to clone the drives.

D600 = Pentium M
D630 = Core 2 duo

Two completely different hardware platforms. The drivers are NOT the same. Got half a dozen of each sitting on a bench not 10 feet from me. Also, the license is very relevant. The OEM license (the D600 shipped with OEM XP) does not allow a complete computer change. Only if the OP has a retail license can he do as he proposes.
