Intermittent blurred text on parts of screen

I have a Dell 2407WFP, several years old, DVI connected to my Windows 7 PC. Out of the blue, I'm noticing that lines of text will appear blurred when I scroll or page up/down. It usually doesn't affect the entire screen, and it goes away if I move my cursor over the text or hit Ctrl-A to select everything. It happens pretty frequently. I've reinstalled monitor drivers and changed my resolution to native, but nothing helps. I'm stumped. Here's an example that just happened:

I had this issue before, on an old computer, and I fixed it by turning off hardware acceleration on the browser.

It's on the Options, under "Advanced", "General". Something like "Use hardware acceleration when available" should be unticked.
