Graphical glitch followed by slow desktop operations

Hi all, I have somewhat of an odd problem here. I woke up to my computer having some kind of odd graphical glitch. It looks similar to that seen here: http://forums.hexus.net/help-quick-relief-tech-headaches/63749-strange-graphics-card-problem.html

I shut down the computer and restarted it. Everything seemed to boot fine but the boot took longer than expected once I got to the desktop. Now, any program that I run on the desktop tends to be very slow, some programs slower than others. My browser seems to work fine sometimes but slow if I'm opening anything else (it spends the most time "waiting for cache"). The most pronounced drag occurs when opening programs like Steam. I can't even drag the window without waiting minutes for it to respond.

The oddest part is that my games appear to run perfectly, even the graphic intensive ones.

I've removed the RAM from the slots and left the computer off for a few minutes hoping that would solve the problem but to no avail.

Has anyone else had this problem? Suggestions for a fix?

Thank you, I will try these options.

In the meantime, hardware:
intel i5-3570k 3.4 GHz quad
8gig corsair ram
AMD radeon HD 7800

Do you think that the graphics drivers might be the problem? I didn't suspect they would given how smoothly games were running. I'm using Chrome but switched to explorer and had the same problem.
 
clean internet cache................ personally I had chrome on a machine once for a very short time.............. like minutes.

type msconfig in the search box- /start/run/msconfig............ keep chrome from starting up an boot up ( start up and services ). try a different browser. how's it go?

No luck, I think I've isolated the problem though. I stopped Steam from starting and it appears to have solved the problem. Not sure how the issue occurred in the first place but will reinstall Steam to see if that will serve as a permanent fix. Thank you for your help!
