I have a couple of questions before I can give any advice. I mainly ask these because I don't know much about PSUs, and it could help resolve this issue in the end.

1.) What system did you test the PSU on to make sure it worked? There's a possibility that the PSU couldn't handle your specs, but could handle a lower-end system.

2.) Since you replaced the video card, do you still have the old graphics card to test it on? The GTX 650 Ti that you got could be defective or it could be drawing too much power for the PSU to handle when compared to the graphics card/chip you had before.

Ok i tested my power supply with an older AMD machine of my dad's. And My graphics card only needs a 400W PSU and mine is a 600W PSU. I don't have any other graphics card that fit my system. Oh and a detail i left out my computer won't turn even with the graphics card out
