CPU cooler question

The motherboard in my Dell XPS 720 fried in a power outage, leaving me with a working q6600 processor that I could not overclock with the other mobo. I am looking to replace mobo, case, and psu, and I want to overclock the cpu for a bit more power. What cpu cooler would you guys recommend in the $30 range, CM Hyper 212, or CM Master Hyper N520?

Sorry for double post, but does anyone know where to get a decent overclocking board for this chip relatively cheap (sub-$80) anywhere other than ebay (not going to trust paypal)?

Again, any help at all is appreciated.
