Graphics Card And/OR Display Problem And New Graphics Card Suggestion

sorry for this long post but i really need your help! do give it a read.

i upgraded my old system to this one in march(except the monitor and the speakers).in may i bought the PSU and a GIGABYTEGTX 650 oc 2 gb gddr5 graphics card.after the setup,i noticed that my monitor displayed visual interference which only intensified while playing games and the movies had some kind of a greenish tint,,if i plugged my monitor in the motherboard,those problems would disappear,,and also the graphics card was not delivering the level of performance it promised.
so next,i took my system(not the speaker and monitor) to a friends house and plugged his CRT monitor in it and surprisingly there was no interference,,so i took my system to a local along with my monitor and there it showed very little interference(not visible to his eyes),,he told me the problem would disappear after some days as the graphics card will get more used up,,then after some days my screen blacked out,,i took it to him again,,and he told the graphics card was faulty,,so i returned it and they returned my money,,and i haven't bought another graphics card after that.
I also forgot to mention that the PSU made buzzing noises so i had to RMA it too(i have the new one in my system now),,and in my old system,my graphics card-HD 3450 also showed interference but it disappeared after some months,,i still dont know what was/is the culprit.
I have pre-ordered Batman Arkham Origins,which is coming out next month,and i need a new card at the same price or less than the GTX 650 but i am skeptical that the aforementioned problems would occur again,,so PLEASE HELP ME OUT,,i will be forever obliged to you,,thank you

If I were to buy a GPU today it would be a 760, I'm not sure about the problems you were having though it looks to be a faulty GPU or driver. If your monitor isn't doing it now then it shouldn't be a monitor problem. See if you can borrow a friends GPU to see if it happens again, it may be a broken PCI-E slot.

but the technician told me it wasnt the PCI-E slot,,after the screen blacked out,,he stripped down the graphics card,and reattached the parts again,,then he reseated it in the mobo and the system booted up again but i still returned it.

A lot of times tech's really know nothing, if you believe what he said then go for a new GPU, I still recommend you test out your PCI-E slot with a friends working GPU. It wouldn't hurt to be sure. If it was working after he "fixed(?)" it why did you return it? I just don't see why your monitor wouldn't work then, if it works now...

what i meant by "it worked" is the system booted up but the interference was still there,,and if the PCI-E slot is really the culprit,,then my friend's CRT monitor would have shown the same interference as my monitor did,no?

True, however it still does not change what I said, grab a friends GPU and test it with your monitor. This will help rule out what the culprit was. If it doesn't it's your monitor/PCI-E slot, and if it does it was simply the GPU. Also, it may have been a faulty DVI cord/whatever type of cord you used. Trial and error is best in this situation.

That's a really tight budget, there's a sale at NCIX you can pick up a 7870 for $140 ( http://www.ncix.com/products/?sku=79571&vpn=AX7870%202GBD5-2DHP&manufacture=PowerColor&promoid=1258 ) if you're not getting that I'd recommend a 7770ghz, I own one and I can play most games at high settings.

but i was able to play games,,if the slot was indeed faulty,then playing games should have blacked out the screen right? but it didnt ?

Not necessarily, however you did day that it would turn "greenish". If you don't think you have a PCI-E problem then go ahead and buy a new GPU. In my personal opinion, I would test it to be 100% sure. It was most likely your GPU as it's very common to receive a broken card and I don't think it would be your monitor if you're using that now without a problem. The only thing I could think of besides the GPU would be the PCI-E slot. I'm not saying the PCI-E IS what caused the problem...

ok,,but i did mention earlier that my previous card did this(hd 3450) but it resolved afterwards itself.what do you make of that?

and another thing,,in CPU-Z,under mainboard,the graphics interface is grayed out,,what does that mean??

Do you have anything plugged into the slot? It resolved itself.. That's odd.. When the tech guy took a look at your PC, did he use a different monitor? What monitor do you have, and does it have any artifacts at the moment..?

i dont have anything plugged into the slot.i took my monitor with me,there it showed less interference than at my home.the monitor is Acer X193HQ,,i dont understand the artifacts part??
and what about the CPU-Z thing i told you?

Your graphic interface is grayed out because you have nothing plugged into your PCI-E slot, and once again I'm thinking you need to borrow a friends card for testing. It's hard to diagnose the problem when you don't rule out certain things. It may be your monitor but I can't know for sure unless you test this.
