He wants a thermaltake smart series 530w psu but it goes over his budget, and it's an overkill. Some 400w should do the work right?

If you think this one is bad suggest one under 30-40$.

but he's not sure about the 42mm structure, and the hd 3000 would lag and be choppy on hd vids and games, and amd has a shorter lifespan? What do you think? If so what min gpu should fit the amd build.

I would suggest one of the AMD APU's such as the A10 or A8 series. The usage you describe is exactly what they are designed for - office work and light gaming.

I don't know where you read that AMD has a shorter lifespan but there is no truth behind it.

A build such as this will easily be powered by a 400W PSU. Only need something larger if you plan to add a graphics card in the future.

Don't the get the Athlon X2. It's old, only dual-core and slow in comparison to recent processors.

Anyway, this would be my suggestion.

Seasonic are the best of that bunch but also the most expensive.

I've never came across the one in your link but it looks like one of many cheap unbranded psu's that are on sale. It will work but probably not as reliable as a named brand psu and more likely to cause damage to other components if it breaks.
