Well, one is Windows 7 and the other is Windows 8.

Windows 8 uses less system resources and boots up faster, but some people might prefer Windows 7 because it can be easier to learn if you are moving from XP or Vista

Well, I think you should definitely upgrade the OS (Win7 Home Premium or Win8). Windows 8 has a decent antivirus built in so that can save you some money, otherwise you may want to get a good third party antivirus like Kaspersky or Trend-Micro, or get AVG antivirus for free.

As for the keyboard and mouse it really comes down to preference. Do you want a mechanical keyboard with all the LED backlighting and macro keys, or do you want something simpler? It's up to you much are you are willing to spend on a mouse and keyboard.

See if you can't go to a local shop and try out mice and keyboards. Feel is a personal thing.

I suggest you order a windows 7 upgrade kit. It is considered as retail so you can move it freely in the future to a new build.
It costs about the same as OEM.
It can do a clean install; I would not try to upgrade vista in place.

As to security, I suggest Microsoft security essentials. It is free, unobtrusive, and takes little resource.
