I had set my OC to 4.5Ghz and 1.2v a few days ago and it was fine. Then I removed it to see if it affected gaming. When I reset it to 4.5Ghz and a manual voltage of 1.2v my monitoring tools show it as 1.201v when it used to be a constant 1.2v.

Any ideas?

Regardless of what fixed voltage you set in the bios, it will almost always fluctuate. A fluctuation of .001v is nothing to worry about.

Are you joking? Have you ever heard of tolerances?

No, I'm not joking and yes I've heard of tolerances. My point is that, for a week straight it was at 1.2v constantly. I never saw it move and now it does after removing the overclock and then doing it again.

You do realize this is a forum where people ask questions because they don't know the answers right?
