Monitor, keyboard mouse will not work when Gpu is plugged into Psu

So whenever my Gpu ( amd Gigabyte 7950) is plugged in My keyboard and mouse will not work and my monitor will not receive any video input (from both the gpu and mobo) But the usbs are still getting power i can plug up my phone to them and it will start to charge. If the gpu is not plugged in everything works fine. I have already reset my cmos by jumper and by the battery. Do I have a bad mobo or psu? Could it be the Ggu? I have an Msi Z77a G43 mobo and my psu is a pc power and cooling Mrk II 950w silver. I have checked this on both of my pci slots and with severl of my psu connectors and no matter what if the gpu is getting power then my keyboard, and mouse will not power on and my monitor gets no signal.
 
Solution
On the mb make sure the bios is updated to rule out a bios bug. On the mb check that the eight or four pin power plug near the CPU or edge of the mb is connected. Look under the mb to make sure the gpu not bending the mb to where it shorting out. Check that the metal io shield not shorting out or the gpu is hitting a part on the mb. On the gpu check for missing or burnt part. In the pci video slot look for dirt or bent pin.

Updated bios the card isn't touching anything and all my Connectors are plugged in right. Nothing seems to be burnt out. Is it just a bad mobo?
So now I know that everything will boot fine if the gpu is not in the pci slot and the psu connectors are in. The gpu fans spin and everything This rules out a bad psu right? I am fairly certain a gpu wouldn't cause this so do i just need to replace the mobo?
