i wouldn't associate cheap with dual gpu, but yea i get your point. older gens usually are cheaper, you can search around online, as prices tend to vary site per site.

For current gen there is only one, the 7990. There was the special edition 6870x2 which can still be found on tigerdirect but being discontinued made the price go up and a 7970 would be cheaper and better performance. What's the reason for a dual gpu card?

It's better to have 1 card with a single gpu and not cf/sli. But if you do want cf/sli then get 2 cards. 2x7970 will outperform the 7990, be cheaper and be better cooling.
