What makes 1 mobo better than another?

Let's say I have 2 mobo's,
They both have:
-Dual-SLI support
-7.1 Channel suport
-32GB RAM
And more similar major specs.

What are some reasons that one mobo may cost up to $100 more than the other?

What's most apparent as prices go up is the added PCI-E sockets, SATA ports, USB ports etc what often isn't noticed is the components themselves for better voltage handling and cooling, also another thing you don't see is what has gone into the BIOS as far as handling DRAM, managing OCing, etc, the more expensive mobos generally hit the shelves with better BIOS support and get updated a little more often

But wouldn't it be up to the CPU to OC?

All Z-xx boards can OC but some are made to be better at it. For example, take a Asus Z87-A (A simple SLI/Crossfire capable Mobo with a lot of Asus`s exclusive Tech) and put it up against a Asus Maximus VI Formula ( A motherboard made specifically for OCing and would come with a lot of features useful to someone who will OC a lot). The VI would be better suited for someone wanting to do a extreme overclock instead of the Z87-A and would come at a higher price point.

What are the 2 motherboards in question?

Better overclocking
Easier overclocking
More/Faster SATA
More/Faster USB/Peripheral connections like eSATA, 1394 or Lightning.
Better components like solid state caps(increases board life and gives better overclocking)

You shouldn't spend too much on one unless you need specific features or you have a lot of money, or just really, REALLY like overclocking.

this guy ^^,haha it has been tested by a number of people , that theres no significant difference in buying a cheaper board then buying a really expensive Rip Off Board to do overclocking, they will all reach the same OCing capabilities.

just buy a board that looks awesome =), unless your an ethusiast
