System will not boot. No response or beep.

These are my specs:
intel 4670k
amd radeon 7970
gskill 16 gb ddr3ram 1866mhz
samsung 840 ssd 250gb
cooler master gx 650w power supply
gigabyte z87n wifi motherboard

Earlier today, my cpu and motherboard fried. I replaced both of these parts and put everything back together. I booted up the computer and began installing windows. I come back an hour later, and the computer is off. I push the power button and NOTHING responds (no beep, no fan movement etc). Normally, this would be indicative of either a power supply or mobo issue. However, I literally just checked the power supply earlier today and the mobo was replaced and was working an hour earlier with no issue. I have tried a cmos reset, I have checked the tom's hardware guide to a failed booting (checking for wiring issues etc) to no avail. What could have possibly gone wrong? Thanks in advance.

Have you tried booting with 4GB (or 8GB)? Assuming your PSU is fine, the CMOS reset correctly, perhaps the issue is with the memory...obviously you would have heard the "beep beep beep" sounds from the mobo. Worth a try?

So... there was some shortage in your house? maybe there's still some electrical instability on your house or in the outlet you're using.

Other than that maybe the PSU didn't survive the event as good as you thought, try using a different PSU and see if you can turn it on.

There wasn't a shortage in the house. I was trying to overclock the cpu and for some reason, the cooling wasn't working properly. I ran a stress test for 10 minutes, and it was hitting 80 degrees (high but not critical). But then the computer shut off and wouldnt boot. I realized the cpu and mobo were gone. Im pretty sure the psu is fine and it wasn't responsible for frying the parts. Is there anyway i can test whether the mobo is even working? I dont think mine has a powerswitch on it or any leds. (its a mini itx)
 
80ºC is not enough reason for your CPU and mobo to get fried, even less the PSU, when OCing did you raise the Vcore at all? maybe the cmos reset wasn't done properly? restoring it to stock values should get your PC back and running, you sure your internal speaker works?

I used the intel presets to OC. Didnt touch anything else. Just to clarify, to do a cmos reset, i pop out the battery, and put a screwdriver between the connecting pieces for a few seconds? Then put the battery back in? My motherboard doesnt have the 3 pin thing beside the battery that Ive seen others suggest.

Ok I have located the clear cmos pins. I looked up a few videos on how to reset it and they've all indicated moving the plastic cover from the first 2 pins to the next 2. However, all of my pins are uncovered? Is there a different process for mini itx?
 
Sounds like you're missing the jumper... that could very well be the reason your pc is not turning on at all (some mobos need the connection the jumper makes in order to start), perhaps you made it jump while checking the cabling or something.... anyways.... get a jumper to use on it.

I dont think that's the case because it was running and installing windows, and when i came back an hour later, it refused to boot. I doubt the jumper dislodged itself and even if it did, i would have seen it on the mobo. I dont think mine came with one period.
