FPS dropping when only playing League of Legend

My FPS is constantly at 60 FPS whether I change the settings to low or high values. It constantly drops while in action no matter what value it is from 60 FPS down to around 10 FPS. I changed a lot of the settings to try to stop this, and also re-installed my driver to see if it fixed the problem. Nothing has worked. When I play other games that I have on steam like Team Fortress 2 the FPS is perfect.Does anyone have any advice?

Graphic card: AMD Radeon HD 7770
Processor: intel i5 3570k
RAM: 8 GB
OS: Window 7 64 bit
 
Solution
On settings set the framerate on stable and turn on vsync. Its called "wait for vertical sync"

Disable "enable full scene anti-aliasing" this lower you fps a lot.
With that settings you will have 60 (depend on your monitor refresh rate) fps absolutely smooth gameplay.


To see your max on frame rate cap set it to benchmark and disable vsync.

Based on what you have written, my first thought was a CPU bottleneck, but with a 3570k I cant see that happening. Have you overclocked it (or your graphics) at all?
It could be an internet issue, but if TF2 is fine then I am inclined to think your internet is fine.

My power supply is 600 Watts, the resolution is 1920, 1080, the action drop at any setting too. I will check to CPU and GPU useage when I get home from work. How would I check those exactly?
