Best CPU Cooler for ~40 Bucks?

Hey, what's a good CPU cooler for AM3+ That isn't to hard to install, is quiet, cools really well, and is under 40 bucks?
(I already know about the Hyper EVO, anything else?)
I was looking at this, what do you guys think?

(Oh, and doesn't use to many watts, my system is running out of watts)

what he said, hyper 212 evo is about the best performance/$ you can get. It is super easy to install (well, as easy as installing a cpu cooler can be)

hmm, i have never seen the hyper N, so i dont know, but I do know the 212 evo comes with a 2nd mounting bracket, so if you have another fan.
It would appear the hyper N has a larger fin area, but if you look in the details those are 92mm fans, not 120mm, meaning they it is either equal, or smaller in area.
also the 212 evo has direct contact heat pipes.

I would recommend you pick the 212 evo, and if you decide you need more airflow, add another fan.
I currently have 3 computers running with 212evos in them, and they work quite well
