Getting lower frame rate than I should

So I recently broke down and bought battlefield 3. I really don't play any newer games I tend to stick to counterstrike source, but it was cheap so why not.

I built my computer a few years ago and I am fully aware that its specs are not the best especially for newer games, but after searching around it seems others are getting much better frame rate than I am with a similar setup. I am getting 15-35 fps... my specs are as follows

OS: windows 7 64bit (I know it should be 32 for my low ram just don't want to reinstall unless I have no choice)
CPU: Intel E6500 dual core 2.94
Ram: 3 gigs PC2-6400 400MHz
Video card: HD 5830 with GPU clock speed of 875Mhz and memory clock speed of 1200MHz through AMD Overdive

I know I need more ram (and faster ram) but I cannot bring myself to blow money on outdated DDR2 ram as I am currently saving for a new build. I have tried everything from low settings and low res in game, basic (performance) theme for windows 7, and razer game booster, to tweaking all of my CCC settings for my card.
My CPU runs at 90-100% in game but idles while browsing at 1-20%. My RAM usage never gets much above about 2.3 gigs. I have no viruses, spyware, malware, etc. I am even using a usb flash drive as readyboost memory.

What can I do differently to get the 60 fps on medium settings that I see others with my Processor and/or card getting?

You are getting the frame-rate that you should get.
You will see benchmarks of 5830 with better frame-rate running BF3.
However, the test system have way better CPU and more RAM.

I would need to run a modded bios to overclock and in turn would need to buy a new cpu cooler that may not fit in my small case. I know my GPU has the ability to run BF3 much better than it is, and I see videos of people with my CPU getting better FPS than I am.. with Fraps running lol.
I plan to build a new PC within the next 2-6 months but with bills and rent it's hard to tell. I was really hoping this old build could work for now.
Dont get me wrong an average of 25-30 is playable, just far from ideal.

Do you really think going through the trouble and risk to overclock would really be worth the gains?

forget about medium for now, bf3 is graphics intensive. Overclock your cpu, see how much that helps (it depends on the game). save money for a new pc if you want to enjoy the upcoming bf4
im not trying to bash you of course, i play bf3 most of the time with my clan mates (im just an average player skill wise), so i know how you feel.
you got one from humble bundle? yeah, i still got extra bf3 because of that :)

Im not worried about settings i'll run it in low until the end of time lol. It's all about frame rate and performance not the look of it. Oh well looks like i'll need to put aside more money at a time than expected.. too bad tires for my car are first on the priority list haha
