SSD is Samsung 840 basic 250 GB
AHCI is ON, trim is ON everything seems configured well.

The boot itself from bios loading screen to login takes below 10 seconds, but the "welcome" screen from windows 7 takes 15-20 seconds ...

I tried a clean start - nothing changed
Went into bootlog - nothing unusual
Tried 2 hotfixes - nothing changed
Tried the delayed regedit key - screen did turn black earlier while windows was still loading...
Also ive tried setting the wait time thing and timeout in msconfig - nothing

What is this ..

also having the latest mobo drivers (which are from 25.10.2012 for my Gigabyte GA-870A-UD3)

Solution
SOLVED!

After flying through PAGES of google results, mostly with the same methods there was one thread about non-administrator accounts and safe mode boots not having any issues.

See http://community.futuremark.com/forum/showthread.php?160731-13-second-hang-at-welcome-screen-in-Windows-7-but-only-with-an-admin-account here.

These were exactly my issues, TL;DR he removed some Gigabyte (which is my mobo manufacturer also) "Smart 6" program, which was not even in startup settings.

I did NOT have the Smart 6 Program, but something like a download manager (from Gigabyte), which did sometimes not seem to work correctly anyways.

Removed, reboot, couldnt even see the Welcome screen anymore! LOL! I'm happy.

Hope this helps some others...

Hmm sounds wierd. Go into msconfig, services and startup and disable (un-tick) everything accept drivers/antivirus...
Do your normal cleans and registry cleans with CCleaner and runs Malwarebytes and scan for viruses... update the OS in windows update and see if that makes a difference...

Anti-Virus - If you don't have one, BUY ONE! scan your computer, check the scan settings and make sure you scan for everything and delete everything it finds. (I recommend AVG or BitDefender)

Cleaner - Download CCleaner (free version) from http://www.piriform.com/ccleaner, run it, anylyse then clean, the click the registry section on the left and run that too.

Malware - Malware also slows down PCs, so download malwarebytes (free version) from http://www.malwarebytes.org/

Software - Sometimes certain software can slow down your PC... go into Control Panel > Add/Remove programs or Programmes/Features or what ever its called on your PC, and delete all software you dont need or use.

Defragment - Fragmented hard drives will slow the PC down because the HDD will need to try to find all the scrambled bits of information to run certain programs/software etc so run a defrag (in all programs, accessories, system tools or search for in in the start menu)

Then if you still have no luck, open the RUN utility in system tools (or search for it) and type in "msconfig" once that is open, click the "Startup" tab at the top, go through the list an untick everything you dont NEED when the PC is first on... DONT DISABLE YOUR ANTIVIRUS or ANY INTEL DRIVERS!! (dont worry, if you untick them, it wont stop them from working, it just means they wont load then the PC is first switched on... so if you disable microsoft office... when the PC is on, if you need to use microsoft office, just click the program and it will open like normal) this just reduces the amount of programs running in the background that will slow the PC down, and if you think there is no programs running in the background there are, you just don't know about it)

I speed up PC's for a living, if these steps do not work, I've get a professional opinion, but I can guarantee these will work.

After every step, make sure to restart your PC.

Best of luck, and if I have helped, please click "Pick as the Solution"

like i said a clean start didnt change a thing, now trying new user account..

edit: defrag: nothing, new user: nothing

I had the same issue, read the solution to this post, and although I didn't find any program matching the one that the solver proposed I remove, I removed all programs made by gigabyte, my mobo manufacturer, and the problem was resolved. Removing these programs did not affect anything as no drivers were linked to them. I'm glad I resolved this issue because I was very confused that an intel ssd was getting such horrible boot times.

if nothing worked(like my case) go in the install/uninstall panel..one of the last things installed might be something that looks like some kind od storage thing and it's name is XXX Settings..that things run auto in start up so uninstall it..tried in in my ssd as well as in hdd and makes the system clearly really faster
