no graphics card

i have pre-oredered arkham origins and i need a budget card under Rs 9000 which can run upcoming games

1.i have a really cheap pc case(Zebronics dashing),,it doesnt even have a fan,,will this require any?
2.is the sapphire one better?
3.i owned a 650 but i returned it after some probs,plz see if you can help me out.(http://www.tomshardware.co.uk/answers/id-1810737/graphics-card-display-problem-graphics-card-suggestion.html)
4.will this one or sapphire card fit in my case?
5.will it be supported by my mobo?
