I am building a gaming desktop. Among the some of the componetns , I bought so far :
COOLER MASTER Hyper 212 Plus RR-B10-212P-G1 "Heatpipe Direct Contact ( it is not EVO). I m planning on getting either I- 5 3570 k or I-73770 K CPU and I am definiltely planning to OC it. Do I have right cooler for the job?

As long as the kit for the cooler has the correct mounting bracket for your cpu socket... you are good to go.

Just remember, you have a $30 after market cooler... while it is a lot better than stock (especially for mild overclocking) it will not be enough for trying to attempt any big overvoltages to the CPU. If you want to go for a massive overclock you'll likely need to spend an additional $100 (or more likely much, MUCH more).

FYI I have an i5-2500k (3.3GHz stock) running at 4.4Ghz with a hyper212+ and no heat issues.
