Could you give advice to a novice regarding spec that I need?.Firstly,I don't do games,apart from card games when I lose my connection.2/..I watch videoes,films and watch alot of sport through streaming channels,watch live tv through a proxy server etc.Other than that I just do the normal things on the pc,download my pictures and videos from my camera.
I'm looking to get into the photo editing side,

It would help to know how much you are willing to spend. And would you prefer a laptop or desktop? Since you really only do internet streaming, any run of the mill set-up will do what you ask fairly well.
