Permissions Problems Win 7 Pro X64

So I am trying to access the "Documents and Settings" folder on my new computer (I just built it a month ago) and this folder has a padlock on the icon. When I try to access the folder, I get a message that "C:\Documents and settings is not accessible - Access is Denied"

I am logged on to the computer with Administrator rights, according to my account properties in the User Accounts or whatever it's called. When I right click on the folder and go to Properties>Security, it shows that my username has "Full Control" and yet I cannot open the folder.

How do I resolve this dilemma?

    Two registry files that give you a right-click option to take ownership of a folder or file or remove the option.

    Very handy and on all my systems for when Windows decide to lock something just for the hell of it, especially Windows Update temporary install folders.
