When to contact my ISP before switching to another ISP

I need to switch my ISP, from Bell to Teksavvy, I have a question, I was told I had to contact Bell before switching, so I am wondering, how long before I switch do I have to contact Bell? For example, if I wanted to switch, how long before would I need to contact Bell, as in, if I needed to switch in 2 months, would I need to contact 1 month before, or could I contact 1 week before?

They want you to call first so that they can sell you on not switching. If you have a contract term, then you need to abide by that.
If it is on a month to month basis, I would install the new first to verify that all was good before cancelling. You might have a small period of dual charges.
