Deciding on which component to update next

Currently I am working with an AMD Radeon HD 6850 for a GPU,
and an AMD Phenom II X4 965 3.4ghz CPU.
Neither one of them is overclocked. I'm not against doing it, but I'd rather see what I'm going to do with the upgrade before I fiddle with it.
I'm currently using a ThermalTake 750W Bronze rated PSU.

The games I usually play are FPS games (CS:GO, TF2, PayDay2, BF3), and I usually play them on the lowest settings. I'm always looking to get the highest framerate possible for a competitive edge.

I've gotten conflicting opinions about which component I should update next to get the higher bump in FPS. Thus, I have come to Tom's Hardware.

In terms of budget, I'm not looking to spend over 200, although 150 and below would be preferable. Obviously this doesn't leave you with a ton of options, but it should be enough for a decent update to one of them.

Thus I come to the question: Out of the GPU and the CPU, which component upgrade would provide me with the greatest FPS boost in the types of games that I play?

Thanks for the consideration, and if any additional information is required I'll be happy to provide.

EDIT: I am currently living on the east coast of the US, if location matters all that much. I do all my buying online as it is.

upgrading your gpu would gain the most atm. with 150 depending where you live and if you order online can get you a 7870 or 7950 which is a nice bump up. with that, you can sell your old 6850, use that money with the money left over and upgrade your cpu to lets say a fx6300 (just for instance, again depends where you live and what not)
