Do you think my laptop can run WOW on mid to high settings?

Processor: Intel Core i7 3612QM 2.1 GHz with Turbo boost up to 3.1 GHz

GPU: GeForce GT 640M with 2GB Dedicated VRAM

RAM: 8GB DDR3 memory

Yes you can play it max settings without problems or lag.
