Upgrading to Overclocked or Non-Overclocked System

My current build is:
1. Intel i3 2100 3.1 GHz
2. MSI B75MA-P45 LGA1155
3. Sapphire HD 7870 GHz OC Edition
4. Corsair Vengeance Red 2x4 GB

I'm planning to upgrade my CPU and motherboard.
What I have in mind are 2 builds, with or without overclocking feature.
1. With OC: i5 3570K, MSI Z77A-G45 Gaming, and Cooler Master Hyper 212 Evo
2. Without OC: i5 3570 and MSI B75A-G43 Gaming
The GPU and RAM sticks will be the ones from my current build: Sapphire 7870 and Corsair 2x4 GB and I'm going to change my case to Corsair Carbide 500r for better cooling.
I can't decide between the OC or without OC build. Will the 1st (OC) build has lot more fps in gaming compared to 2nd (non-OC) build? Is it worth the extra money or maybe for future proof rig? And for overall price/performance ratio, which one should I get?

just to give some idea, i use a 2500k (this is around 2yrs old.. i think), ivy got launched, and now we have another one, but still 4ghz is plenty for me. i have a 670 and the gpu is still the bottleneck (i play bf3 mostly). So if i need more speed, ill just oc to 4.5ghz probably. Really worth it, didn't even consider buying ivy or haswell which is not normal for me :)
cpu tends to stay longer for me compared to GPU.

as far as i know, overclocking shortens the hardware lifespan right? i read about higher clock cpu will do more cycles per second compared to stock clock. If i overclock to maybe 4.0 GHz, will it be fine for 2-3 years ahead with my pc on almost 24/7?
 
i am not sure of how many years it will shorten the life of the component, esp if it runs 24/7. but i think with proper cooling, and with a voltage low enough, it should not shorten the life that much. of course i can be wrong.

my thinking is, it is rare for me to keep a cpu for 3 yrs. usually i upgrade every 2 yrs, have not experience a cpu dieing on me :)
