Built Gaming Computer, Lagging Bad

Hi everyone,

I built a brand new computer 2 months ago and since basically day 1 I've gotten random stretches of bad lag spikes. I am not playing ANY intense games when this happens (LoL and Minecraft). The FPS doesn't show any change down from 60 when it happens, but the mouse and screen get really choppy, to the point where I can't even control anything.

Here are my specs:
Haswell i5 4670k (stock cooler, not overclocked)
16 GB RAM (1600 MHz, 9-9-9-24)
Asus GTX 660 GPU (OC)
ASRock pro3 1150 Motherboard
Samsung 840 Series 250 GB SSD

The GPU never reaches above 37C, but I'll have to temp. out the CPU to check that one too. I've tried restarting to infrequent avail :/

Are you sure? You may very well be right but that temp comes from playing League of Legends, which requires almost no power to run on a modern machine? I can see the temperature coming up from 29C at game startup.
