It is compatible with 650. you don't need to worry because there won't be any bottleknecks. Even if it is x8 it will still work.
Here is what ports do :

if thats the case, i'll definitely buy it, but yet again some say it'll be bottlenecked, some say it wont. what should i do?

Don't worry. Check my link. It says that x8 2.0 perfoms the same as 4x 3.0. So if you have 8x 2.0 pci-e slot there won't be any bottleknecks at all

It's true that there won't be any real pcie lane bottleneck, but perhaps the OP is talking about a CPU bottleneck?

If that's the case then knowing what model of core 2 duo you have (the model number starts with an E, such as E8400 / E6600 ) will help

You will get bottlekneck on more CPU demanding games (all multiplayer, some other games), on others the bottlekneck will be very low.
It isn't good CPU of course and you should consider of upgrading it to like fx 6300 or i3.

the problem right now is my budget, i can either go for a graphic card and play 1-2 games which dont demand graphics too much or i could go for the i3-3210 processor. right now, what i play all the time is either Assassins creed(3) or crysis 3 online, wouldnt be much of a problem right?cuz right now i dont have the all the leisure to game to my hearts content so maybe 5-6hrs(max time) a week or so.
