Ram Compatibility Questions

So im fairly new to building computers and never actually ordered my own ram. Im looking into a new rig and am looking at ivy bridge and haswell ports/architecture. In their description in says frequency of 1600 for ivy and 1866 for haswell. are these the highest RAM frequencies supported even tho ram is made at 2400+ frequencies now? also what do latency/timing numbers mean?

The Ivy Bridge and Haswells are considered as being able to run 1333 and 1600 at stock speeds, with the K models, they can run much faster, for 1866 and up a CPU OC may be required....most 3570Ks can carry 2133, some 2400, 3770Ks 2400-2800, 4670K 2400-2666 and 4770Ks can generally run through 2666-3000+, in large part it depends on the individual CPU you get, some 4770ks as an example are 'stronger' than other 4770Ks, same is true of the other K models
