7970 Not Working

Hey guys I'm new here but I need some serious help with my video card. I just recently received my 7970 a couple days ago. I've been having some troubles with it such as it not using all of it's GPU usage when it really needs to be used! It's been really ticking me off now and I'm about to return it and get my money back.

So here is what exactly is going on. It under clocks itself to 425 MGhz or 700 while in a game that really requires more than that so then the game has low framerate. I do know how to bring it back up to 950 MGhz but still why would it keep on doing this? I do have the power saving thing off. So when I'm in game such as BF3 I have it set at ultra and I get low framerate because not enough GPU is being used once again. Now some other games do work such as Far Cry 3 Blood Dragon, so I don't know if it's the game or the card. Sometimes I wonder if it's the card being picky about the game which is ridiculous!

The card I had before this was a 560 ti and I never had problems like this with it. The reason why I upgraded is because of Battlefield 4 coming out. BF3 is optimized for Nvidia so that may be part of it and BF4 is optimized for AMD so I don't know if that will change things. I can play Crysis 3 (AMD optimized) just fine too.

The 7970 uses almost 100 watts more of power than the 560, so I'd first ask you about your PSU. What PSU do you have? This might be the problem, now enough power for your card.

If your power supply proves to be good enough, then I'd recommend upgraded your drivers. Also, you can adjust the maximum and minimum clockspeeds in CCC (Catalyst Control Center) if you want to do some advanced tinkering. Just google for a guide to changing overdrive clock speeds in CCC.

Another thing to look into is the temps. You might be running your card too hot, and in that case it slows down so it doesn't overheat. If this is the problem then you'll need to make sure your case is getting good airflow.

My PSU is a Corsair HX850 in other words it's 850 watts 80+ Gold. It's a good PSU.

My card when at 100% is in the 50's (Celsius). I have a great cooler for it (Sapphire) so that shouldn't be a problem and my case is just fine.

I think I have the latest drivers, the 13.9 or something ones. If there are ones that are newer please tell me because the 13.9 are the latest on the AMD site...

I have done some OCing, 950 MGhz to 1050, but it still keeps under clocking itself randomly. I have a GPU monitor on my desktop to make sure things are running properly and everything is fine except for the GPU load.
