I think my power supply is broken!!! My PC wont start!

Today i get home from school and i see my PC is off. Its custom built and has been working fine for 4 1/2 months. I go and try to turn it on, nothing. I opened it up, popped in and out the RAM sticks, unplugged and plugged in all he coords to motherboard, replugged in the power switch coords, all of it. When i press the power button i hear a faint chirping noise coming from the power supply, so i assume its that. No beep codes or anything. My system specs are:

COOLER MASTER Storm Enforcer SGC-1000-KWN1
GIGABYTE GA-Z77-D3H
Intel Core i5-3470 Ivy Bridge 3.2GHz
CORSAIR XMS 8GB 240-Pin DDR3 SDRAM
CORSAIR Builder Series CX500 500W
Seagate Barracuda ST2000DM001
Legitimate WIndows 7 Ultimate

Please Help!!!!

Hi. If your fans start and then go down it is PSU. But to be sure check if is it okay. It is pretty easy. Disconect PSU from everything except electricity and with main 24 pin touch with metal or paperclip green and black - http://pratheush.files.wordpress.com/2013/06/aa.jpg. If fans will start to spin it is ok, if don't - it is broken.

The fan will run for 1/2 second then stop. Also i stuck a paper clip in black and green and nothing happened. So i take it, it's broken. So if i have to buy a new one, what mesures can i take to stop this from happening again?
