For argument sake let's say the performance difference is 6%. That means the Ivy Bridge @ 4.4GHz is about equivalent to a Sandy Bridge at 4.66GHz.
Will you notice a difference? That depends one what you are doing. For video encoding you will actually see encoding performance increase (more frames are being encoded per second), which means the amount of time it takes to encode the video is reduced.
Normal daily things like surfing, emailing, watching movies... no. Games maybe, but only if the game is very CPU intensive and you use an app to look at your FPS.
