my i7 4770k goes up to 3699 mhz not to 3900 mhz, why?

my i7 4770k goes up to 3699 mhz not to 3900 mhz, why?
i stress tested it using prime95 and used some benchmarks ixtu but in all these test the max frequency the cpu goes to is 3699 mhz with 37x multi and does not go up to 3.9 ghz . cpu z does show the multiplier (8-39) but the max it goes on full 100% cpu load is37x (3699 mhz/3.7 ghz) i want to know why is this happening when, the cpu can touch 3.9 ghz why it is not doing so?
i m using
i7 4770k (not overclocked)
asrock z87 extreme 6 mobo
kingston 4gb 1600mhz
corsair 750tx smps

How hot is it getting ?

Use OCCT instead of P95 and use it to track temps.

its getting up to 80-81 on all cores max on 100% load
and 38-43 on idle

that's a bit hot .... OCCT will report cpu usage, temps, voltages etc all on same screen

3.9 is only with 1 core under load, 3.8 with 2, and 3.7 with 3 or 4 and ur stress program uses 4. Still that's too hot for my taste.

wat should be the ideal temp for 100% load and for idling
right now its on stock cooler

and wat kind of temps should be ideal with corsair 100i

depends on your ambient but in a 21C room idle for cheap air or water should be about 32C - max load under 70C.
