how much cpu is used while playing games?
normally how much cpu is used by the game while having a dedicated graphic card?
why doesn't the graphic card takes all the load ?

The CPU handles the AI like what the enemies are doing. The more enemies there are the more the AI engine is used because each enemy is suppose to act differently. They may all do the same thing like charge at you with guns blazing, but the do it at differently times. The more advanced the AI the more CPU dependent the game is. Skyrim has a pretty advanced AI because there are a lot of things going on in that game and the AI must track things that are going on and actions that all the NPCs (both friendly and not so friendly do), where each one is in the your current location, what they are currently doing, where they are currently going to. The CPU's purpose is to keep track of everything going on in the game.

The CPU also handles all physics in the game if there is no support for Havoc (AMD) or Physx (nVidia). If you shoot your rocket launcher, the CPU calculates the speed and trajectory, the size of the explosion and whatever gets destroyed or damaged. The GPU uses information provided by the CPU to actually draw world for you to see. If you are firing the rocket at the truck approaching from the left, then graphics card draws the trucks,the rocket and the smoke trail among many other things.
 
Solution
Some games are designed to be light on the CPU like Bioshock Infinite and Tomb Raider. Other games can be more dependent on the CPU especially strategy games (Civilization 5 & XCOM Enemy Unknown), Skyrim (as mentioned above), Hitman: Absolution, Crysis 3 to a certain extent and Battlefield 3 multiplayer (because the CPU must keep track of all 64 players).
