Can multiple failed overclocks damage the CPU performance?

I have an AMD Phenom II X4 965 with a Hyper 212 EVO cooler. It is running on an AsRock 990FX Extreme4. I will admit that I am not experienced in overclocking. I have crashed my PC at least 15-20 times with failed overclocks. But last night was the first time I ever messed with the voltage. I adjusted it to 1.4850 V. and attempted to push it to 4.1 GHz but it crashed. Now I am averaging 35-60 FPS on Counter Strike: GO. I play on max on a 1080p monitor with a Radeon 7750. I know I should be getting more than this. I also can only get 60 FPS on the LOWEST setting on Mirrors Edge. Did I mess something up? If so, what did I hurt and what can I do? Did I mess up my RAM and motherboard as well?

First off, you should not push voltage unless you are ready to deal with the chance of damage to the board(not likely to happen, but can) or cpu(more likely).

While that voltage seems high for a modern system, those chips had a stock in the 1.4 area anyway.

I personally do not think you killed the chip. Please ensure you power settings are not messed up(balanced should work for most users) and that vsync is OFF for testing as you will get a max of 60fps on most screens with vsync on.

The 7750 is not a very high end card so some settings may need to be dropped a bit as well for newer games.

actualy it could damage your cpu if you crash it over and over again.when u oc you should check that ur temp is safe and low.most people oc their cpu or gpu using stock voltage or reducing the voltage to avoid high temp and crashes.check your game setting if the vsync is on as it usually capped the fps at 60.

Thanks for the answer. I usually run on low temperatures for my processor and I also never have VSync on. Is there any sort of program or site I can use to test what FPS I SHOULD be getting with certain hardware?

Your GPU is a lower end model. If you have a few extra dollars, try going to something like the HD 7850, you can probably track one down for under $150 at the moment, and it would be money well spent.
