Corsair Vengeance 8GB CAS 9 vs. 16GB CAS 10

I was looking at these two memory kits:

I will primarily use this my PC for gaming, and work (including small amounts of Photoshop).
I'm having a hard time deciding between 8GB DDR3 1866MHZ 9 CAS and 16GB DDR3 1866MHZ 10 CAS.

Is having one less "CAS" more desirable than an extra 8GB?
Would it be better to have the 16GB for the future?

P.S. If you feel like answering another question, would you recommend going up to 2133MHZ or is there really no point?

16GB is better for the future, currently for gaming 8GB is plenty and there is going to be no noticeable performance difference.

So other than the memory size, what about the MHZ and CAS?

CAS 9 is slightly faster but it is measurable but not noticeable. Since both are 1866MHz that would be the only difference.
