Upgrading all components Except HDD but want to keep data on HDD

So I am thinking about upgrading basically all my components except my current HDD and DVD drive. I am planning on installing a new version of Windows 7 (x86) on a new SSD. So I want my old OS on my old HDD gone but I want the data to be left intact so I don't lose settings, game saves and what not. I assume this is possible in some way I am just not sure exactly how to go about it in the most efficient way possible.

install windows to the ssd without the hdd being connected.
once windows is up & running you can shutdown and install the hdd. After that you can start deleting folders on the hdd after you make sure theres nothing left in them that you want. Most of your stuff will be in your user folder.
