Can a 450W PSU run all this?
 
You should be fine with a decent 450W PSU, though you will be very limited in terms of upgrade options later on.
Make sure the PSU you do choose has dual PCI 6pin connectors, otherwise you cant hook up your graphics card.

I would opt for a 550W PSU on that rig though, 450W is pushing it.

Hmmm, the VP-450 is a higher quality unit than the CX430, but both units are pretty well reviewed. The CX430 would be better labeled as a 400w unit, which is still enough for your setup, just cutting it closer than with the 450w.
