Help! Computer won't boot.

So basically when I startup my computer, it does the usual beep but then it makes a strange sound. It sounds like the hard drive spinning up from a low pitch to high pitch and suddenly beeps. The beep is not exactly a beep but more of a sudden stop to something like the high pitch noise goes up and up then peaks. After this 'beep', the computer freezes although the underline of the text of the blackscreen is still flashing (during boot up). The computer is still on after the beep.

I've had this little dilemma happen while the computer was on and after the 'beep' (if you close up your mouth normally and then suddenly blow a small amount of air through it, it makes a non-vocal and quite subtle burst noise. That's the sort of noise that my computer makes), my mouse still could move around. I could click on icons and they would highlight although nothing opens. After a while, everything I did would happen at once and it would freezes up again.
Although this problem has only happened once while the computer was booted up and logged in to windows.

Now I can't even boot my computer up without it freezing up. As soon as my computer starts making the noise again, it unfreezes for a very brief moment before freezing into that weird state described above where everything appears to be working but it's actually not.

I know this post isn't making much sense because this problem is very strange and I have absolutely no clue what to search into google. And if you were wondering, i posted this with my ipad because my computer isn't even booting up.

There could be a couple outlining issues with your PC. A computer will start it's post startup when you first turn on the computer initializing the BIOS to check the Graphics card, Hard Drive, CPU, Ram, Ect..... If you get beeps from your computer this is a self diagnosis that the bios is telling you something is wrong. Here are some steps to figure it out.

1. Open up the Computer and verify the motherboard model.
2. Once you find the MOBO Manufacturer go to there website and find out who wrote the bios.
3. Once you get the Bios info check the manufacturers info on Bios beeps. Sometimes you just have to google it with the motherboard model to get this answer.

This will give you a good starting point.

Something else to try first is take out any Video card. The on-board video will kick in and see if this is the problem. A bad Video card can stall your computer as well. If its the Hard Drive in most cases the computer will post up until it checks the HD and give you an error message.
