PXE-E61 media test failure check cable

I have been having this problem for the last week or so. This message appears immediately after the Toshiba splash screen. Now I changed the HDD as it was not detected in BIOS and the new HDD is being detected but I am getting the same error.

The laptop is a Toshiba Satellite C660-11K.

Can you help me??

Thanks for getting back to me. No the new HDD that Ive installed has Windows 7 OS on it but when the computer boots up it still telling me that I have a PXE-E61 media test failure. Also in BIOS the HDD is detected.
