Recently, I built a brand new gaming rig with all the new components from Newegg.
Mobo: MSI Z87-GD65 with PCIE 3.0 slots x 3
GPU: Sapphire Radeon HD 7950
Processor: i5-4670k
Memory: G.Skill Ripjaws Series 2x4GB DDR3
PSU: Rosewill Capstone 750W
OS: Windows 8

Problem
I am getting a blank screen after the Windows 8 loading during startup. There is no display on my monitor. However if I unplug the power from my GPU and connect my HDMI to the motherboard, the display works. I'm not using crossfire, just a single LED monitor.

What I did
1)I tried connecting both the HDMI and VGA from my monitor to my GPU
2)Plugged in all necessary power cables to my GPU.
3)Tried my GPU on 2 different PCIE 3.0 slots including the primary slot.
4)Installed latest drivers from AMD website.

But that did not solve my problem. Initially I thought that the GPU was defective, so I got my friend to help me. We exchanged our GPU, he is using a Radeon 6000x series. His computer booted up fine with a proper display, whereas mine still had the blank screen.

My question: Is it likely that the motherboard is defective? I've tried googling for
"MSI Z87-GD65 defective PCI slots" but there were no results. Seems like I'm the only one with this problem?

I'm actually having a very similar issue, and by that, I mean the exact same symptoms. I've replaced my mobo, and that didn't solve the issue. I also replaced the graphics card, which didn't solve the issue either. I've since returned both components.

I am personally using a fresh windows install, however, unlike you, my system worked fine for a couple months before I started having this problem.

I'm still trying to figure out what's wrong, but I suspect it could be a power issue (I'm not even slightly sure, but what else could it be?).

I would start my own thread, but I'll wait until this one's solved first.

Yes, fresh Windows 8 Pro install.

Rosewill Capstone 750W.
In your case, it could be like you said, caused by a power issue.

On an extra note, I also tried disabling the Intel Integrated Graphics in safe mode and BIOS options are already set to PEG.
Still didn't work, even uninstalled the Intel Integrated Graphics driver, still the same outcome.

just a thought;
I too recently bought and assembled a pc, with MSI Z87-45G board, with radeon 5770 hd. all of a sudden, not getting anything, blank screen. Well I rechecked everything is plugged into its place, and noticed to get a screen only when my (only ) keyboard and mouse (usb wireless) was not plugged in. Everything I plugged it in n try to start; would not. Check if you like, but my wireless kb n mouse only allws me to turn on in a specific usb plug (where old keyboard n mouse used to have plugs). strange but it works.

I also had a very similar problem when I tried to install windows 8 on ssd upgrading. After installation, I stucked in restarting. windows didn't boot up.

I tried to clone os from hdd to ssd and it worked. windows boot up and everything's fine.

Nope, I installed Windows 8 with the graphics unplugged. I had problems installing Windows 8 with graphics because I couldn't finish the installation due to the "No Image" problem. I have already sent my Mobo back to Newegg for a replacement and they have approved my RMA. So we'll see if it is indeed due to a faulty PCI slot.

My problem now isn't about the Windows installation. I'm getting a black screen when my graphics is plugged in.

Got my replacement for the motherboard but still had the same problem. So I just decided to install Windows 7 instead. Graphics card managed to output video before I installed the drivers. After updating my BIOS to latest version and installing all required drivers, I installed the ATI Catalyst driver which prompted me to restart computer.

Now this is where my new problem begins, I either get a black screen after the windows logo at startup, or I will manage to get to the login screen and get to desktop, but there will be glitches on the screen and 10 seconds later I will get a dark blue screen with vertical lines. So I have to restart and go to safe mode, which works with video card plugged in, and restore my system back to before my ATI drivers are installed. Tried downloading different versions including latest version and the drivers from the CD but same thing. So I just sent my graphics card for RMA and am waiting for the replacement. Hopefully, it was a graphics card defect so that I don't have to deal with this anymore. Bought my computer a month ago and until now I can't get it working properly.

This answer is probably too late to be useful to you. The problem I had was a defective GPU, so I had to send it back for a replacement. After that, everything worked fine.

I have no idea why the defective GPU managed to display on my friend's computer but not on mine though.
