How to Power Computer without using Motherboard Pins

I am trying to basically get this computer I have to power on when I supply the power supply with 120V. Connecting the green and black wires together on the power supply turn the supply on and the CPU fan. However, I don't get any video until I hit the power button or short the two pins on the motherboard together.

It seems like this motherboard power switch is controlling more than just power from the power supply. I was wondering if there is any way to get it so that I can continuously short the two motherboard pins together instead of shorting them momentarily or bypass the pins on the motherboard altogether.

Currently, when I continuously short the pins on the motherboard, the computer turns on and after a second turns back off because I'm still shorting the two pins.

My motherboard is Gigabyte GA-H61N-D2V (rev 1.0) It's a small ITX board which will be inside a closed cabinet that, when opened, cuts all power from the systems inside for safety reasons. So, when the cabinet is open, no power to the computer is available, so it can't be turned on.
