HDD spinning up for no apparent reason

I have an issue that is bugging me somewhat.

I run my OS WIN7 on an SSD which is my boot and app drive. I have a secondary HDD as data drive (pictures/movies/music/install files etc.). My power plan turns off the HDD after 20 minutes. After that point, when the HDD is asleep, if I either choose to start WoW or to turn off my computer, the selected operation is delayed by my HDD spinning up before continuing with the selected operation.

Does anyone know why this is so and if it can be prevented?

It seems especially counter productive when turning off the computer, since the HDD is effectively already off!

Hmm, I don't know if the SSD is asleep too. Although I have my $TEMP and Mozilla cache set to R:/; a 1 GB RAM drive.
A typical usage scenario would be say surfing the internet for 1h: I start the computer, after 20 min (I suppose) I can hear the HDD spin down (go to sleep, I assume), then after another 40 minutes I turn the computer of.
When I select "Shut down" from the Start menu (RIP) Windows seems to find it fit to actually spin UP the HDD again, a 3-4 sec procedure, before proceeding with the shut down sequence.

That's my issue/annoyance. Apart from that everything works fine.
