Depends, the first PSU isn't that great and should be switched out. If you plan to use Dual GPUs in the future go for the first build. Also use this website and you can save a lot of money: pcpartpicker.com

the first build will game a bit better... as is. the 7970 is a stronger gpu then the 760... which will be your difference. that said i don't like the psu on the first build. and that asrock isn't a motherboard i'd trust to overclock that cpu. if you ever get a cpu cooler on the 2nd build the difference between them will vanish pretty quick with the better cpu overclock you'll get.
