So I have hyperthreading disabled in the BIOS, but when I boot up my computer and launch CPU-Z it still says I have 8 threads on my 3770k. Is there any reason this is happening?

I would have to guess that CPU-Z is just showing how many threads the processor has by default; similar to how if you go into device manager it will show how many threads your processor has at stock speed, no matter how high you've overclocked it.
